The government has published its proposal for a temporary customs arrangement to form part of the EU’s ‘backstop’ proposal, which aims to avoid the imposition of a hard border between Northern Ireland and the Irish Republic after Brexit.

The UK’s largest companies have reported a 33% rise between 2016 and 2017 in their costs for defending tax disputes, which may involve both HMRC and foreign tax authorities.

The government has published draft regulations to introduce new reporting requirements for large quoted and privately held companies.

The financial secretary to the Treasury, Mel Stride, has announced the government’s intention to publish draft clauses on 6 July 2018 for the next Finance Bill.

This issue contains the results of the recent Tax Journal survey of practitioners’ views on HMRC’s approach to handling tax enquiries and disputes. More than 20 advisory firms responded, among them accountancy firms from the top ten and leading law firms.

HMRC has appointed Ruth Stanier to the post of director general of customer strategy and tax design. She will replace David Richardson, the interim director general, who is due to retire shortly.

Ruth Stanier is currently director for customs and indirect tax within HMRC.
