What did the Romans do for VAT Law?

When I met Peter Mason at his office in London's Aldergate Street he proudly showed me an impressive array of law books which he has built up over the years. Some of these are in French or Italian but many are in Latin. He is a great believer in the value of looking to Roman law when addressing current VAT issues. This is because VAT is a European tax and the original members of the EU were countries with civil law jurisdictions which had their foundations in Roman law.
