The Department for Constitutional Affairs (DCA) published a White Paper in July on the reform of the tribunals system. Entitled Transforming Public Services: Complaints Redress and Tribunals the paper envisages major restructuring and development over the next five years. This article considers how the proposed changes will affect the tax tribunals and the people who use them. It highlights some issues of particular relevance to low-income and unrepresented appellants the group which the Low Incomes Tax Reform Group aims to help.
