HMRC will open the new customs declaration service (CDS) with limited functionality to a group of importers in August 2018, before the roll-out to all importers in November. The release to exporters will be announced later.
HMRC aims to have the CDS fully functional by January 2019, but has already acknowledged to the public accounts committee and the National Audit Office that it may need to retain CHIEF as a contingency option for a time after January 2019 and before the UK leaves the EU in March 2019.
