As is fitting at a time of economic turmoil the Chancellor in this Pre-Budget Report has concentrated many of his proposals on the more disadvantaged sections of society. We greatly welcome his approach and hope that his measures will have the effects he anticipates.
In any discussion of how the tax and related benefits system should treat people on low incomes there are two overriding considerations.
● Any of those on low incomes are in debt. The best financial strategy for them is to repay that debt.
● Any with the smallest budgets are not taxpayers ...
