Many Budgets (and Pre-Budget Reports) have been described as 'a Budget for enterprise' or its equivalent. In a similar vein we often hear talk about the 'enterprise economy' and of private business being the 'engine room' of the UK economy. There are a number of provisions within the UK's tax system intended to encourage and support enterprise and investment — but are they working?
