Finance Bill goes to the House of Lords

The Finance Bill as amended at Report Stage in the House of Commons is available on the Parliament website. The PDF (10Mb) has 704 pages. There are 229 clauses and 39 schedules.

No further amendments can be made. The Parliament Acts of 1911 and 1949 removed the powers of the Lords to amend any Bills concerning money, according to the Parliament website.

The Bill received its third reading in the Commons on 3 July and its first reading in the House of Lords on 4 July.

The second reading in the Lords has been scheduled for 16 July, the day before the Commons is set to rise for the summer recess.

The following clauses and schedules were added on 3 July:

  • New clause 4 (Face-value vouchers)
  • New Sch 1 (Categorisation of supplies)

The following amendments were agreed:

  • Clause 195 and Sch 26 (Anti-forestalling charge to VAT)
  • Clause 208 (Settled excluded property: effect of certain arrangements)
  • Sch 23 (Air passenger duty)
