The House of Lords discussed the Finance Bill and the Report of its Select Committee on Economic Affairs on Thursday 3 July. Lord McIntosh of Haringey introduced the Bill on behalf of the Government and was followed by Lord Peston who had chaired the Select Committee and concentrated on its Report. He stated that:
