Energy Bill relief scheme regulations published

The Department for Business, Energy and Industrial Strategy has issued regulations to implement the Energy Bill Relief Scheme. The scheme will provide discounts on electricity and gas bills for eligible businesses, including voluntary and public sector organisations. The discounts apply for energy use between 1 October 2022 and 31 March 2023. The following regulations have been made so far:

  • Energy Bill Relief Scheme Regulations, SI 2022/1100 (which establish the scheme and require suppliers to reduce their charges by amounts set by the Secretary of State, with recovery of those amounts directly from the government).
  • Energy Bill Relief Scheme Pass-through Requirement (England and Wales and Scotland) Regulations, SI 2022/1103 (which impose certain requirements on ‘relevant intermediaries’ to pass on the benefits of the Energy Bill Relief Scheme to end users).
  • Energy Bills Support Scheme and Energy Price Guarantee Pass-through Requirement (England and Wales and Scotland) Regulations, SI 2022/1102 (which impose similar ‘pass on’ requirements for relevant intermediaries, but in relation to the Energy Bills Support Scheme and the Energy Price Guarantee).
  • Energy Bill Relief Scheme Pass-through Requirement (Heat Suppliers) (England and Wales and Scotland) Regulations, SI 2022/1101 (which require heat networks to pass on the benefits of the Energy Bill Relief Scheme to their customers).
  • Energy Prices (Designated Domestic Energy Price Reduction Schemes for Great Britain and Designated Bodies) Regulations, SI 2022/1104 (which designates the Energy Price Guarantee scheme in Great Britain, which means legally recognising the domestic supply contracts entered into with electricity and gas suppliers as the ‘domestic electricity and gas price reduction schemes’ as defined in the Energy Prices Act 2022).
  • Energy Bill Relief Scheme (Northern Ireland) Regulations, SI 2022/1106 (which establish the Energy Bill Relief Scheme for Non-Domestic Customers in Northern Ireland).
  • Energy Prices (Domestic Supply) (Northern Ireland) Regulations, SI 2022/1105 (which define key terms for the purposes of the energy price guarantee schemes in Northern Ireland).
