Ecofin report on tax measures

The Economic and Financial Affairs Council (Ecofin) has published a draft report for the European Council, reviewing EU progress in a number of tax areas:

  • on digital services taxation, EU member states prefer an international solution, rather than ‘fragmentation and unilateral measures’, noting that the OECD has put back its own discussions to October 2020;
  • a number of VAT measures have already been adopted, including directives on requirements for payment service providers and to strengthen administrative co-operation to target VAT fraud, although proposals have been made to postpone the entry into force of the VAT e-commerce package;
  • in response to coronavirus, member states requested a delay to the reporting deadlines under the Directive on Administrative Co-operation (DAC 6 – Directive 2018/822/EU). The report expects a draft Directive to amend the DAC 6 time limits to be adopted by the Council before 1 July 2020.
