HMRC has published further new and updated guidance for imports, exports and customs to reflect the post-transition period regime:

  • New guidance on transit: Moving goods out of Northern Ireland through common transit countries; Moving goods into or through Northern Ireland using common or union transit; Preparing to move goods into the UK through common transit countries; Preparing to move goods out of the UK through common transit countries; Moving goods out of Great Britain through common transit countries; and Moving goods into or through Great Britain using common transit.
  • Using CHIEF for declaring goods into or out of Northern Ireland: updated to reflect that, from 31 October 2021, the Customs Declaration Service will replace CHIEF when submitting import declarations for goods brought into Northern Ireland from outside the UK and EU.
  • Excise Notice 196: excise goods: registration and approval of warehousekeepers, warehouse premises, owners of goods and registered consignors: Section 2 ‘Approvals, authorisations and registrations’ has been updated with a link to apply for a temporary approval.
  • Excise Notice 2004: Tobacco Duty - Tobacco Products Manufacturing Machine Licensing Scheme: Sections 5.4 ‘Application refusals’ and 7.9 ‘Revocation of your licence’ have been updated with a link to applying for a temporary approval.
  • Excise Notice 2003: Tobacco Duty - the Raw Tobacco Approval Scheme: Sections 3.8 ‘Application refusals’ and 6.11 ‘Revocation of your approval’ have been updated with a link to applying for a temporary approval.
