For those people struggling to make ends meet on a low income this year's Budget and Finance Bill contained few surprises and arguably little cause for cheer.
 
Of course some helpful measures were pre-announced in the Pre-Budget Report but concern remains over the extent to which changes will be effective. Some specific areas of concern are highlighted below.
