Advisory group to oversee GAAR guidance

The government is to appoint an interim advisory group to oversee the development of guidance on the new general anti-abuse rule. Graham Aaronson QC will lead the interim group until the chair of the advisory panel is in place (by the end of January 2013, according to the government).

As he brings the interim group together, Aaronson will work with representatives of business and the professions to ‘ensure that an appropriate spread of interests is involved, including business, tax advisers, and wider taxpayer interests.’

HMRC will not be represented on the advisory panel or the interim group. ‘[This] is a welcome change to the proposal set out in the consultation document published on 12 June 2012’, commented Mark Buzzoni, partner at law firm Taylor Wessing.
