MPs have launched an inquiry into HMRC’s administration and effectiveness.
‘The operation of HMRC has come under close scrutiny in the last few months as a result of the most recent round of PAYE reconciliations,’ the House of Commons Treasury Sub-Committee said.

The European Commission has launched a public consultation on country-by-country reporting by multinational companies.

The  Public Bill Committee on the Finance Bill passed clauses 11-13 and 15-26 and schedules 6-10 without amendment on 26 October.

Three quarters of tax experts responding to a Tax Journal survey believe that HMRC budget cuts announced at the spending review are likely to be counter-productive. Only 24% of the 233 respondents to date who answered the key question indicated support for George Osborne’s decision.

The UK and Swiss Governments have signed a declaration on the ‘initiation’ of negotiations, expected to begin next year, on the introduction of a flat rate withholding tax on savings income. Critics warned that the deal would protect the identity of tax evaders.

The Capital Allowances (Environmentally Beneficial Plant and Machinery) (Amendment) Order, SI 2010/2483, makes changes to reflect the issue on 28 September of revised lists of qualifying technologies in relation to CAA 2001 ss 45H, 45I and 45J.

Anyone sending in a self assessment return for 2009/10 on paper has only a few days left to file the return. HMRC has reminded taxpayers that paper returns filed after 31 October could incur a £100 penalty.
