There was a good deal too much self-congratulation about the announcements put out by the World Trade Organisation at the start of August announcing what it described as an 'historic' agreement to rescue the Doha round of international trade negotiations. In reality it was nothing of the kind. Following two clock stoppages to extend the deadline which had been set for the end of July signatures on behalf of the 147 Member States were eventually put on paper but all that has been achieved is that the ball has been kept in play for the time being.
