Who is scrutinising the Finance Bill?

John Whiting risks being sent to The Tower or wherever it is that those who have the temerity to challenge the Commons are hauled off to nowadays
As you may have noticed we have a Finance Bill before Parliament at the moment. I say 'before' advisedly rather than 'being actively considered by'. Because to suggest that Parliament is actively considering the Finance Bill would overstate the attention that our elected representatives give to the annual slew of tax changes that the Finance Bill represents.
