Roadmap needed for single customer account, says OTS

The Office of Tax Simplification (OTS) has published an evaluation paper on the single customer account identifying the following key issues:

  • A roadmap for the single customer account for individuals should set out key development stages at which additional functionality or areas of tax will be added, together with target dates.
  • HMRC should plan a staged launch for the new account to help taxpayers engage with the new system as soon as it is rolled out and also as additional functionality is added.
  • The account will need to handle an increasing variety of claims and elections and should also include the state pension and potentially some social security benefits.
  • HMRC should overhaul the PAYE system at the same time, given that PAYE data underpins the account.
  • Agent access must be built in from the beginning.
  • HMRC should also consider improvements to the personal tax account in the short term, such as prompts relating to the HICBC.
