With the passing of the summer solstice comes the completion of another ritual: the Finance Bill. Although ignored by many the translation of Government policies from ideas to legislation is a hugely important process legalising the theft of hard-earned income profits and cash. So given the historic nature of the process does it work effectively? Or is there a need for reform?
