Latest peer review reports on tax transparency and EIOR; follow-up peer review reports on tax dispute resolution mechanisms; Ukraine ratifies MLI; and Guinea, Namibia and Honduras join global forum.

  • The OECD global forum has published nine new reports from the second round of peer reviews, assessing compliance with the international standard on tax transparency and exchange of information on request (EIOR). Five jurisdictions were rated ‘largely compliant’ (Costa Rica, Croatia, Lebanon, Malaysia, the Federated States of Micronesia and Nauru), while two others (Botswana and Vanuatu) were ‘partially compliant’. Guatemala was rated ‘non-compliant’.
  • The OECD has released the first batch of ‘stage 2’ peer review reports, which follow up on progress made by six jurisdictions in implementing tax dispute resolution mechanisms under BEPS action 14. This batch of reports covers Belgium, Canada, the Netherlands, Switzerland, the UK and the United States.
  • Ukraine has deposited with the OECD its instrument of ratification for the Multilateral convention to implement tax treaty related measures to prevent base erosion and profit shifting (MLI), which will enter into force for Ukraine on 1 December 2019.
  • Guinea, Namibia and Honduras have joined the OECD global forum on transparency and exchange of information for tax purposes, bringing the number of members to 157.
