It is looking increasingly likely that the Finance Bill may be carried over to the next Parliamentary session beginning after the summer recess, which means royal assent could be delayed until October 2016. The House of Commons has agreed a programming motion which specifies that Public Bill Committee proceedings must be concluded by 14 July 2016, which is only a week before the summer recess on 21 July. However, we understand that the Public Bill Committee will not start its consideration until after 28 June, when Parliament returns after the EU referendum.
