I agree with Ian Young (18 May) that if we are to have a Charter we need one that spells out the rights and obligations of taxpayers and other people — although personally I think that a Charter is a waste of time effort and resources and I would therefore be perfectly happy without one; or at least without the one that we are likely to get!
Nevertheless I accept that I am in a minority. A lot of people want a Charter. Why? Suppose that we get something like the draft Charter in HMRC's February consultation document. What will it enable the taxpayer to do if an HMRC Officer does not appear...
