The Welsh Government has published its tax policy framework, setting out a broad set of principles through which to develop its policies. From April 2018, stamp duty land tax and landfill tax will be devolved to Wales as land transaction tax and landfill disposals tax respectively. The rates of these taxes will be decided by October 2017.
The Welsh government intends to implement Welsh rates of income tax from April 2019 and has already undertaken not to increase income tax in this assembly term, although it will consider introducing new taxes. See http://bit.ly/2sRd818.
