It would be an interesting exercise to compare the agendas of meetings of the Board and Management Committee of Customs & Excise with those of their equivalents in plcs. I suspect that many people would be surprised by the commonality in the issues we grapple with. Many of the problems of trying to improve the efficiency and effectiveness of a large and complex organisation are not so very different between the public and private sectors. One of the differences that there will be however is in the amount of time we spend talking about indirect tax. For obvious reasons we are obsessed by it. But...
