This pre-election Budget and probably Gordon Brown's last had good news for low-income pensioners and people of working age. There was also a surprising bonus for students.
But problem areas remain. The welcome rises in tax credit rates continue to be offset for many low-income families by the devastating effects of the Revenue's methods of overpayment recovery. And the new legislation on civil partnerships leaves untouched an array of policy anomalies that we hoped would have been addressed.
