Looking at the big picture, tax professionals may well ask whether our tax code is serving well those who need to use it, and the public at large. Is it something we can happily bequeath to future generations, probably with more piecemeal legislation accumulated over years to come? Our tax law is unsatisfactory to the extent that a wholesale review is appropriate. Many taxes – particularly business tax, NICs, dividend taxes, VAT, SDLT and property taxes – would be candidates for significant reform. There would be a lot of work to do, but the results would be worth it.
