At the recent CIOT Conference in Nottingham Quentin Davies MP gave a brief talk on the need for Parliamentary reform in order that the quality of tax legislation might be improved. In particular he expressed concern at the guillotining of Finance Bill debates with the result that whole sections of these Bills are now voted on by MPs without ever being discussed in Parliament.
 
Quentin Davies urged those who were concerned about the current state of our tax system to lobby their MP and suggested that the best way was to attend their surgery to make the point in person. I took up his suggestion and went along to...
