Tax policy day: 23 March 2021

The Treasury is to publish a number of tax-related documents and consultations on 23 March, rather than alongside the 3 March Budget which, the Treasury says, ‘will ensure tax professionals have a better opportunity to feed into consultations and policy discussions’ and which will ‘strengthen policy making’.

Financial Secretary to the Treasury Jesse Norman said: ‘We are making these announcements separately to the Budget, but still all on a single day, in order to give a range of important but less high-profile measures greater visibility among Members of Parliament, tax professionals and other stakeholders, and greater scope for scrutiny by them.’

Some of the consultations are expected to relate to the government’s ten-year tax administration strategy (as set out in HMRC’s 21 July 2020 report: Building a trusted, modern tax administration system) so are likely to cover the making tax digital programme.

The Treasury confirms that announcements of measures to be legislated in the Finance Bill will be made on Budget day in the normal way.
