Over the past three years Customs' approach to countering fraud has undergone major change. Instead of an essentially static and largely tactical response Customs are now driven by a strategic outcome focus. This strategic approach was pioneered by Customs with the Tackling Tobacco Smuggling Strategy published in early 2000 and is based on accurately assessing the size and nature of each problem setting clear objectives and targets for tackling it identifying the operational responses required to achieve those targets and monitoring the delivery of results.
