The National Audit Office (NAO) is responsible for monitoring the effectiveness of public spending. Its recent report HM Revenue & Customs Management of large business corporation tax drew headlines as a consequence of its revelation of the disparity between those corporates paying large amounts of tax and those paying nothing. For example the report indicated that 67% of all corporation tax receipts came from 7% of the large corporate population and were concentrated in three sectors: banking energy and insurance.
