For the terrifyingly small number of us who are Pre-Budget Report groupies Alistair Darling's chancellorship is measuring up as something of a golden era. Last year he offered the excitement of a pre-election PBR (admittedly without the election). This year's renewal was eagerly anticipated given that the economic backdrop to the PBR was as Darling himself prophesised this summer 'arguably the worst [it's] been in 60 years'. Fiscal stimuli were the order of the day and attention was of course grabbed by the first headline VAT rate cut in history and a planned income tax...
