Following Kate Barker's recommendations in her independent review of housing supply in 2004 the Government launched a consultation in December 2005 on a 'Planning-gain Supplement' (PGS). The proposal was intended to introduce a 'fair efficient and transparent levy' upon the uplift in land value following the grant of planning permission. If it is introduced PGS will significantly alter the current planning system which is dominated by s 106 Agreements under the Town and Country Planning Act 1990.
