Draft PAYE regulations will be published for consultation in the autumn, HMRC said as it published a summary of responses to its December 2010 consultation Improving the operation of PAYE: Collecting Real Time Information.
HMRC received 187 formal responses and held or attended almost 50 meetings with ‘key stakeholders and professional bodies’.
The department has already published changes to the proposed timetable for migration to RTI, and technical specifications to enable software developers to begin work on RTI-compatible products in time for the start of the pilot in April 2012.
The HMRC guidance says: ‘Employers and pension providers must use the RTI service from April 2013. All employers will be using the RTI service by October 2013.’
