HMRC has published its summary of responses to the policy paper and consultation document regarding the proposed reforms to the private sector off-payroll working rules from April 2020, alongside which the government has also published the draft legislation implementing the reforms. In light of the further clarity this has provided, clients, agencies, intermediaries and individual workers involved in any off-payroll labour supply chain should now take the time to understand their respective obligations and liabilities under the new regime, and ensure that they are fully prepared for the impacts of the reforms.
