Back in September at a meeting held in Seoul South Korea the heads of 35 revenue bodies around the world discussed the common issues they are facing. Paul Gray and Dave Hartnett represented HM Revenue & Customs. Gathering under the auspices of the Forum on Tax Administration (FTA) an arm of the Organisation for Economic Cooperation and Development the text of a joint communiqué known as the Seoul Declaration was agreed.
