The recent report by the Auditor General to the House of Commons on the introduction of SDLT presents a surprisingly benign view of the performance of the Inland Revenue. There is also an apparent absence from the report of evidence of discussions with the users of the new compliance systems. Could it be that the NAO listened carefully to the Revenue's own story and did not speak to enough tax practitioners...
