In July 2004 Sir Michael Lyons was asked by the Deputy Prime Minister and Chancellor of the Exchequer to review the local government system — in particular to make recommendations on council tax reform to consider giving local authorities more powers to charge for services and to raise additional revenue. His final report was published on 21 March 2007.
 
His report is a huge document running to over 400 pages (excluding the extensive annexes). The Inquiry built upon the Balance of Funding Review undertaken by Nick Raynsford MP and is a very wide-ranging consideration of all...
