Apparently in the interests of fair play Gordon Brown is looking to reduce the tax benefits to owner managers of small companies where dividends are taken. We deduce this from a brief reference in his Pre-Budget speech and from the following words on page 117 of the Pre-Budget Report chapter 'Building a Fairer Society':
 
'The Government is concerned that the long-standing differences in tax treatment between earned income and dividend income should not distort business strategies or enable reductions by tax planning of individuals' tax liability and that support should continue to be focused on growth.
