As we all expected the main focus of Gordon Brown's eighth Pre-Budget Report was the economy. He mounted the anticipated robust defence of the Golden Rule gave encouraging figures for growth and borrowings but … did leave many of us including expert economists such as my colleague John Hawksworth (see John's article on page 7) wondering if the figures could really be delivered. If the balance between taxation and spending isn't maintained in the future that will leave stark choices — cut spending or raise taxes. And if taxes have to be raised the fear from employers is that they would as with the recent NIC...
