'Consultation' in various forms is taking up an ever-increasing amount of readers' time and many have contributed significantly to the consultation exercises and workshops held recently by HMRC's Review of Powers Deterrents and Safeguards. What is HMRC trying to achieve? We asked Tom Evans one of the Review team in HMRC.

We are genuinely trying to strike the right balance between the statutory powers that HMRC — like any fiscal authority — needs to do its job of ensuring that people return and pay the right amounts and the assurance that the taxpayer needs against excessive or misapplied powers.
