The aim of the Review of HMRC's Powers as developed through early consultation is for HMRC 'to support those who seek to comply but come down hard on those who seek an unfair advantage through non-compliance'.
Therefore HMRC needs to:
● help people to get their tax and credits right;
● reassure those who believe they should do their best to pay the right tax at the right time that the system is fair and proportionate with the right safeguards and sufficient checks on the potentially non-compliant;
● discourage those best described as opportunists who weigh up the chances...
