David Brookes, tax partner at BDO, said: 'Overall tax receipts continue on the upward trend witnessed throughout the fiscal year which has led to the £1.3 billion borrowing surplus for the month of July. This is the first time in three years that a surplus has been announced which will come as very welcome news to the Government. Particularly noteworthy is the increase in stamp duty receipts attributable to property transactions which illustrates a welcome return of activity to the housing market that has been missing since the turn of the year.'
