Standing Committee A began discussing the Finance Bill on Tuesday 9 May. The Committee comprises 19 Labour MPs 10 Conservatives four Liberal Democrats and one member of the Scottish National Party.
The Financial Secretary (John Healey) introduced Clause 1 (rates of tobacco products duty) explaining that the increases were in line with inflation. Conservative spokesman Paul Goodman (Wycombe) expressed concern that the rates encouraged smuggling. By contrast Philip Dunne (Conservative Ludlow) who described himself as 'a fervent and passionate anti-smoker' suggested that the increase was too modest.
