The House of Commons began considering the Finance Bill on Monday 21 April. The Chief Secretary to the Treasury (Yvette Cooper) proposed the Second Reading of the Bill. She stated:
'The overall impact of the fiscal decisions is to put billions more into the economy this year through the automatic stabilisers and the decisions on things such as delaying the increase in fuel duty until October which is implemented in the Bill. … It sets out a major package of reforms to run alongside the changes made by the National Insurance Contributions Bill last year and the changes...
