All too often employers feel that a Budget — or Pre-Budget Report (PBR) — will leave them feeling as if they have been worked over by a pack of hounds. This time although the canisphobic employer might well have feared the dogs that came bounding his way the effect was fairly benign. A good deal of yapping a bit of sniffing around a few licks and only a couple of unexpected nips. One big dog even rolled over to have its tummy tickled.
