Coalition agreement: Banking

The parties agreed that a banking levy would be introduced. 'We will seek a detailed agreement on implementation.' The Conservatives' manifesto had suggested imposing a levy 'unilaterally if necessary' and noted that there was emerging international agreement on this approach. The Liberal Democrats had suggested that a levy would operate until such time as the banks could be split up to insulate retail banking from investment risks.
