In last year's Budget the Chancellor launched a wholesale review of HMRC powers and safeguards the details in respect of which were announced in a short consultation paper which was famously published a week or so later on Maundy Thursday — just as most advisers (and one assumes HMRC officers) were heading off for their Easter Break.
