In his first Budget as Chancellor of the Exchequer Alistair Darling echoed his predecessor in saying that 'tackling climate change is the most serious and pressing global environmental challenge the world faces'. What is noticeably missing from the Budget is a big centrepiece measure to tackle that challenge. Instead there is a range of small changes that will affect different areas. Budget 2008 provides little by way of achieving the Government's 1997 commitment to increase the use of green taxes choosing instead to tinker with the existing system.
