The Institute for Fiscal Studies (IFS) is instituting a far-reaching review of the tax system. Robert Chote director of the IFS is reported as saying that in the long term it was conceivable that advances in genetics could open up new opportunities to tax people according to their abilities rather than their efforts. (Financial Times 4 September 2006.)
