HMRC's compliance factsheets available via www.lexisurl.com/GghTa fail to set out taxpayers' rights and safeguards fully according to the CIOT's Low Incomes
Tax Reform Group.

Although they are written into law in order to prevent 'unchecked' use of HMRC powers such rights and safeguards are only effective to the extent that the taxpayer knows about them LITRG said. The factsheets 'are after all the primary source of information an unrepresented taxpayer has about his or her rights when faced with a compliance check or enquiry'. The group set out the details in its own mini-series of factsheets and said it would continue to press HMRC to include the information in its own publications.
