It has now become quite obvious that future progress with the Doha trade round indeed the whole future of the World Trade Organisation itself has become inextricably linked to the progress of events in Iraq and the eventual outcome of present hostilities. The authority of the United Nations Organisation has been badly shaken and until the guns of war have fallen silent it will be impossible to gauge whether UNO will quickly or indeed ever regain the authority which it once enjoyed. Linked with that will be the question of whether the UN's administrative functions will be able to re-establish themselves again. For a great deal now depends on the success or otherwise...
